Sean Marshall Phelan is a partner at the law firm of Frank Freed Subit Thomas LLP in Seattle, Washington. She regularly represents employees in claims of harassment, discrimination, retaliation and failure to provide reasonable accommodation for people with disabilities. She also handles wage claims, severance and employment contract negotiations. She is currently serving as Treasurer of the Washington Employment Lawyers Association (WELA) and is a past Chair of the Executive Committee of the Labor and Employment Section of the Washington State Bar Association, and is a past co-chair of the Employment Section of Washington State Association for Justice, fka Washington State Trial Lawyers Association. Ms. Phelan is also a founding member of the Laurel Rubin Farm Worker Justice Project, which funds summer internships for law students to represent and assist farm workers in Washington State. She has co-authored a number of amicus briefs and has presented at numerous bar conferences on a variety of employment law topics. Ms. Phelan is a trained mediator and recently completed Pepperdine University’s course on “Mediating the Litigated Case.”

Ms. Phelan received her B.A. from Cornell University and her J.D. from the City University of New York (CUNY) Law School. She is fluent in Spanish and began her legal career representing farm workers in employment matters in the Yakima office of Columbia Legal Services.
